Yup.  It would be covered by a few different regulations dependant on the outcome of your fruity conversation, might be Driving Without Due Care and Attention, Causing Death By Careless or Inconsiderate Driving, Causing Serious Injury By Dangerous Driving, or my favourite. Wanton And Furious Driving.  Basically anything you choose to do that causes a lapse of attention that could result in an accident.

It would depend on how stupid you were being, in essence.

I saw one of these once, her car was in the opposite lane coming towards me when it swerved way over thru both oncoming lanes and back into hers. And as she passed me I saw she was holding one cell phone to her ear with her shoulder and texting with a second cell phone.

So... if that's actually true, then while she is certainly an idiot for using two phones in her car, they really didn't have anything to do with this. 6 minutes is several miles away in a car going 70 mph (her speed according to TFA)

I don't think that's comparable, because the banana does not take as much attention as the cellphone does.

You still need to have both hands on the stearing wheel though, so, I'd say, yeah.

I pull over to use my phone when I have to, so if I stop, take the call, or make the call, or the text or whatever, then drive off, and then 4 minutes later have a crash I can still be jailed for texting while driving? That's a bit worrying.

One morn, I was driving in my lane, minding my own biz.  I spied this car coming towards me in my lane and I thought to myself "If this car hits me, scream 'My neck.  My beautiful neck.  It's all crimped and hurting now."

So I pulled over to the curb and honked.  She looked up, barely moved over and flipped me off.  She was talking in to the one cell phone propped on her shoulder and was texting with another with both hands, save for the moments when she acknowledged that my existence had annoyed her.

I watched her in the rear view mirror move back in to my lane.  Then she just drove off the road in to an active volcano some irresponsible person left by the road.

Two of the previous three paragraphs are true.  I'll leave it to you to decide which ones.

I was stopped in the left lane of a 6 lane road with a concrete median. A lady (30ish white lady) was making a left turn from the perpendicular lane. Instead of going on the other side of the median, she pulls up to the front of my car and starts honking like crazy and yelling for me to move. I am just looking at her like "WTF?". Then she drives *just* around my car, halfway up onto the median and once she clears my car, back into the wrong lane, and just goes on down the wrong way.

She wasn't on a phone, I think she was just crazy or high.
/I've seen a lot of weird shiat in my life.
