THIS is why the Paul Ryan plan of issuing vouchers is a bad, baaaaaad idea. 50 different states each with their own Governor's agendas. There's no way to track all of them against fraud and misuse.

What I can't get over is that HUD approved this apocalyptically bad idea.

If the agency is drawing $X from the feds, it should be spending $X on the program it is implementing on behalf of the feds.  There should never be a "reserve" fund floating out there not being used.

If you make the vouchers a single benefit level and allow the user to choose where to live... do you think people would be getting 2300 dollar apartments if the voucher was only 1k.If you allow the vouchers to be attached to a building, that is where corruption occurs.

Simply require tax return info and give a set value voucher out.

I bet if you did this then benefit recipients would quickly be priced out of the market, and ghettoized to the truly most awful areas of the city.  Housing benefit would = your kids meet crack dealers on the way to school.
