I know the lot where that company toss from. There is a bAr there that i frequent. During events such as gay days, the home builders show, and other large conventions, people will jam up the lot in order to duck passing a parking fee at the garages nearby. The towing yard is a few miles from my house and I'm sure they deal with irate people on a regular basis. Sounds to me like someone is playing the gay card and got butthurt when their car got towed.
Is there any video where he is bashing gay folks? He must likely saw dollar signs instead.

He was arrested and charged so that doesn't sound like a likely explanation.

Yeah, 29 felony charges doesn't really allow for the victim card to be in play.

Predatory towing and gay week are just public relations spin.

Drama aside, the case seems simple. In general tow companies can steal cars. But they need to have their paperwork in order. Legal theft turns into felony theft when the tow contract expires.

Because the fact that he broke half a dozen other laws regarding towing doesn't at all tell you he's shady?

Combs didn't have an up-to-date contract to tow vehicles or have proper signage notifying motorists the lot was a tow-away zone, deputies said.

So why not more than 100 counts for the over 100 cars he illegally towed?

That is almost certainly what happened. I'm sure he hates gays so much, he just needs to get a better look at them, you know, so he can find more about them to hate. He loves hating them, so he hates them as often as possible, often in gay bars, public bathrooms, movie theaters, and occasionally he hates them for money in the front seat of his tow truck. At night. In empty, out-of-the-way parking lots.

Pretty much that. It wasn't a hate crime. It was just a sleazy towing company doing what sleazy towing companies do.

His mistake was not having his paperwork in order. He played a little too fast and loose with the rules and now he's farked.
