Phones can be dirt-cheap, and when you don't have a home with a landline... wouldn't it be sort of really useful to have even a pay-as-you-go phone to keep in touch with your friends and allies?

I think that you have to understand how bad downtown Indy is with the professional panhandlers.  The majority of these people aren't homeless.  They do this for a living.  They have homes and food and clothing, but can make about $40K tax free by hitting people up for money a few hours each day.

And the panhandler would have been outside the fence...they approach people eating on verandas and ask for money.  I hate eating outside in downtown Indy.

No disputing this guy is a weapons-grade douchebag, but he might have helped his case a small bit if there was some context to that article.  From personal experience, I've actually had the same scruffy schmuck approach me twice within six weeks at a shopping center out in Chesapeake, both times with the same lame-ass excuse about his car being broken down and needing money to fix it so he can go to his mom's funeral or whatever it was.  I politely declined the first time, I was pissed off the second time, and he's hardly the only one in the area running this scam.  One more brief CSB: I used to live in an ugly part of town and bums would straight up ask you for money, no BS tactics... one guy did this to me on the wrong day, and I just lit into him. "What the fark, do I look like a goddamned bank?"  He actually backed off and apologized.

What's particularly galling is that there truly are people out there who need help, but when you've got farksticks like this pissing off people left and right, those who really need the help rarely get it.

Seriously, I use stories like this to push back against other assholes that call Social Security a "ponzi scheme" and they typically say "I'll never get any benefit from it why should I pay the tax."

So if you are annoyed by a pan handler outside the Starbucks how would you like 10 more of them, all seniors? To the extent that SS works they aren't there. That's a benefit you have collected from SS since the day you were born, not something you get at age 65.

Yes, now convince about one million people to stop giving them money.
They are especially when we have a huge influx of visitors to the City - like for the races.  People who don't panhandle on a regular basis find a corner or a freeway off-ramp to panhandle from during those times.  Now, convince one million people that don't live here not to give them money.

The solution to this problem, then, isn't to harrass the panhandlers, but to stop going to restaurants in Indy that let these people harrass their patrons.

The problem with panhandling is pretty bad in *every* city.  It's not unique to Indy.  You know what I did when I lived in Philly?  Learned who they were, where they spent their time, and what their deal was.  Most were mentally ill.  Some had jobs, but no homes.  Some were in and out of public housing with drug/alcohol problems.  They aren't exactly the salt of the earth here, but they're not universally terrible people.  When I was actually accosted (which is honestly rare, unless you stare at them as you walk by) it was always a simple matter of "Hey man, what's up?"  "can you spare some bus fare?"  "No man, I don't carry cash around."  "Oh.  Ok."

In the winter, I'd offer to buy the occasional meal (nearest shelter was about 20 blocks away) for someone.

Meanwhile, you had people who would make them do farking tricks for money like they were animals, and people who would do what this asshole did, and berate them, ask them if THEY can have some money, claim to be worse off than they were, etc.

Guess who kept getting approached and who didn't?
