I've been of the opinion that prostitution licenses should be issued to anyone who wishes to start their own legitimate business. In order to maintain that license, they must pass a written exam, and provide evidence of regular STD testing. Also, prostitution venues should be subject to city zoning ordinances just as liquor and adult bookstores are now. 

As far as safety of the sex workers, the same rules apply to them as they apply to Realtors when they show a house to a prospective buyer: notify a third party where you'll be, and when you'll be in contact again, and jot down info on the client you are servicing.

Subby, you're getting a bit ahead of yourself.  There's only 19 states where a homosexual couple can walk into a courthouse today and get a marriage license.  It's not exactly a "legal" if it's still against the law in almost two-thirds of the country.

Well, sorta. Brothel owners have to put up a sizeable bond in order to get the license. That's obviously cost-prohibitive for individual providers.

The damage done by prohibiting prostitution far exceeds the damage done by marriage discrimination.

Plus one battle is effectively over and the other isn't even bring fought.

They accidentally legalized it in Rhode Island (long story, look it up), for six years in the early 2000s. Rates of STDs went down, and rates of sexual assault went down by about a third.

Yep. Gay Marriage is almost at the finish line, and legalized pot is off the blocks and running quickly. We just started talking about wage inequality and the disappearing middle class, and really only scratched the immigration surface. I think legalized prostitution comes after acceptance of polyamory or single payer healthcare..Or something.

From another conversation I'm participating in on this subject:

Yeah, first of all, let's please stop talking about this as though it is a hypothetical rather than as though prostitution were legal or partially legal in the majority of the world. This includes street prostitution in NZ, parts of Aus, and much of the Asia/Pacific region and South America, and some of the countries that have legal prostitution in Western Europe (though not the Netherlands).

Onerous licensing regulations and expensive and exclusionary testing requirements, like in the Nevada brothels, are not necessary and are actually counterproductive. Anything like that, that creates a two-tier system, is particularly harmful to the folks at the bottom. Review sites are farked in a different way - in an illegal system, they are evidence. Regardless they're a way for a bunch of juvenile clients to bloviate about their sexual prowess, and give graphic descriptions and other grossness.

Advertising venues, though, are extremely important and have indeed been subject to closures and closure efforts, sort of in the same line of the DOJ program "Operation Choke Point," targeting the personal funds of legal and illegal sex workers. All of these things - and "Innocence Lost" too - are efforts at *targeting* sex workers, so they obviously do make sex workers a lot more vulnerable - just like any sting, even when it's passed of somehow as for the sex workers' own good, ala Project ROSE. And closing advertising venues absolutely does put sex workers (and trafficking victims, whose traffickers don't just throw up their hands and say "oh well") out on the street.
