Kinda looks like a leaf of once-partially-frozen Romaine to me.  Maybe the presumed meat-like-substance is underneath it.

My guess would be morbid curiosity.  It's actually one of the safest places one can visit*, street crime in Pyongyang is almost unheard of and as long as you go through the right motions you aren't likely to get in any trouble.  It is of course a sham tour, but a safe one.  I won't go because I can't support a dictatorship with my dollars, plus there are WAY more interesting places out there, Pyongyang isn't even on my top 50 list of places I'd like to see.

I am honestly curious as to what is going to happen once North Koreans get a glimpse of the outside world.  I try to imagine what it would be like to take someone from there and sit them down at my own table, not even a restaurant, and serve them a real hamburger.  Not filet mignon, not salmon with dill sauce, just a hamburger.  I wonder what that would do to their brain.

We don't have to invade. Just parachute in some of our finest citizens' backyard grilled burgers and you'll have all of Best Korea looking at their top fat kid with a stern look and pointing at his family's version while saying "what the fark?!"

Then we send in the McDonald's franchise supplied with the finest of the oldest beef and chicken and it'll be done.
