I don't know much about golf, but I believe it would have been a two stroke penalty if it nailed him.

Well, it's 2 strokes but I would agree to waive that and award a birdie if the player actually hit him.

And I've seen 2 foot pursuits at TPC Ghetto across from Casa MFAWG, one of which actually ended in the bar.

I know a guy that was a K9 unit cop in the eighties. They had a guy escape into a pond and so they let the dog after him. He had to swim to shore with a german shepherd stuck to his leg. It's a hilarious story when he tells it.

That was the exact same comparison I was going to make, and I would blast every shag ball I had in the pond, trying to hit that guy. "What did you pull there? 9-iron? That's too much club. I think a three-quarter wedge ought to be perfect."

A live criminal is an outside agency, a dead criminal is a loose impediment. If it's turned from a criminal to a corpse, you can move the body without penalty, unless the carcass and your ball are in the same hazard.

So, as long as the cops either have the guy in the water or the fairway, might as well play through.
