I'll bet his shirt wasn't tucked in all the way, his "Smokey the Bear" hat was askew, the pictures he was taking were out of focus, and he wasn't even kicking the dogs in the center of their mass.

I could do without the harrassment and pooch kicking but there's something oddly refreshing about someone that would use their ill-begotten powers to give out false information on dog rules...

Leashes be damned!  In this park all dogs are free I tell you freeeeeeee!  Free to wear these regulation tube tops and and garter belts that is.  You heard me right, put them on the dog and you can continue on your hike without incident.  YOU HEARD ME RIGHT PUT THEM ON THE DOG!  And address me as Doglord while you do it!

Unfortunately the Marin Open Space rangers uniform is also black and silver biking clothes.
