I couldn't figure out what an artificial atom is. I thought one of those higher atomic count frankensteins with the halflife of nanoseconds but that obviously wasn't it...

So it's not really an atom but it's a nano-scale quantum device that acts like a single atom for certain properties. Like especially, as here, eating electrons and pooping photons in unison.
