I really try to see if there's another side to this story.  Let's wait a few days and see what that is.

It may end up:  The scout went to the roof of the van to remove a bag to be searched and the stock of a hunting shotgun became visible... or some stupid shiat like this.

but ya, American law enforcement is way to quick on the trigger.

I cannot believe the idiocy of the BS spokesman. No that is NOT a valuable civics lesson because the rules were not being followed. There is no law that says it is illegal to photograph a federal officer. Such a law would have a court challenge about 0.2 seconds after being passed from every civil rights group out there. The person who needs a civics lesson is officer farktard.

When I was a kid we learned to sneak past the border guards -- in Germany, Austria, Switzerland, England, and France, in uniform. The Transatlantic Council of the BSA was way cooler than the US bound counterpart. The worst physical danger were the girls in dirndls and sweaters and berets and English food.

Was the kid's name Cruz? They're very sensitive now at that border.

All the NRA membering, ultra conservative, bible believing scout leaders that I grew up with would all have unanimously said WTF in this situation.  They would not have had a positive response to Charles "1984" Vonderheid.  I miss those guys, they were good guys.  Not the teatards we have today.

I suppose guarding the US border from rampaging Canadian hordes can be pretty dull, so a Boy Scout with a camera migjt have been the biggest threat they have seen in a while. Gotta take your excitement where you can get it.

Also, the lesson learned should be that some people should not be given any kind of authority because they are assholes.

Those Scouts may have learned nothing about civics, but they did learn that police lie, act violently, and will assert their authority at whim, and for no reason other than the slight possibility that your interest in their actions could result in some embarrassment or accountability.

Remember, members of law enforcement are the ones too stupid to get an education degree.  As Time Magazine has pointed out the bottom third, academically of students entering college migrate to the education degrees.

Further, what part of "Citizenship in the Nation," merit badge does it have to alienate your local federal agent.

Fox said he was told it is a federal offense to take a picture of a federal agent.
Not wanting things to escalate, Fox said he did not complain.

A defacto surrender to authority is the same as a law being in force.

Illegal to take a picture of a civilian, Federal PUBLIC officer on duty? I don't believe it...
Confiscate the camera, not just delete the picture or take the memory? I don't believe it...
Detain the entire group and search their belongings because a picture was taken? I don't believe it...
Point a gun at a Boy Scout? I believe it...

They had been warned the week before of a possible infiltration by a group of Al Kinda terrorists, you know, the ones that kinda look like under aged boy scouts. Agent Psychosis was just exercising due diligence since he had seen a glimpse of a sock. Shoe bombs... underwear bombs... he knew sock bombs had to be next, especially the thick fuzzy ones used for hiking in cold weather. To further make his spidey senses tingle, he had noticed that the scout had a knot merit badge and therefore had the ability to tie him up. Nothing left to do but line up for the head shot...

Then on the other hand, Agent Psychosis needs to be demoted to moose patrol somewhere where the odds of him seeing another human is remote, and if troop leader Fox lets this slide, he should be removed. To let the kids think that this treatment is normal or acceptable is a grave disservice to all the kids in the troop.

Hey it's real easy to armchair quarterback here.  Imagine you are standing all day in the blistering heat of Northern Canada guarding the massive infrastructure of Alaska.  Suddenly, after six hours, you see a vehicle approaching....no make that 4....VANS!  Then one after another excited animated UNIFORMED men pour out.  They speak in terms you don't understand, asking each other for a "pop" and saying they are from some country named Ottumwa...sounds African to me.  You can barely understand their broken English when all of a sudden one starts snapping pics.  Well he sure as hell ain't Japanese so there is no reason to photograph this important border crossing.

Then you see it.  All of them are armed with knives.  Hell, the chubby one has two.  Sweet mother mary, the thin one with the perpetual running nose has a farking hatchet on his belt.

You know what you do then?  You radio in a Code 33 and break leather, that's what you do.  Your back-up ran to Stucky's in town so it's going to be a good 45 minutes before he get's back.
