I see it more as a discount for the customers who won't complain about everything, won't waste the waiter's time trying to figure out what to order, and are generally easier to deal with.

If you can order in Chinese, the food you get will likely be more authentic, less the overly-salty, overly-oily "Chinese" crap Americans have given the world.

More likely the restaurant knows that English-only speakers are willing to pay more for the same meal.  Not unlike the gringo tax U.S. Americans pay when visiting Latin America.

It's not discrimination. It's unethical and dickish, but not illegal. And speaking other languages isn't some sort of mental defect. Well, only in America it is. (Cuz we can barely speak English as it is.)

I did the same thing once. However the waitress was American. Truth be told, I wasn't really speaking Chinese. My date was impressed though. God, she was cute. And dumb.
