As far as I'm concerned, they are aerial hazards.
I'm generalizing here, but a good portion of their pilots have either non-existant or poor training, questionable common sense. Lots of ultralights aren't equipped with radios or transponders. And if it's lucky enough to have a radio, rarely does the operator have the first clue as how to communicate with it properly.
