I've often thought the human hand could be improved by the addition of a second thumb on the other side. It'd allow you to hold things between a thumb and finger while manipulating it with another thumb and finger, and dramatically improve the grip strength of your hand.

And a more dexterous pinkie to go with it. You could also create a deeper split between the middle and ring fingers. It would be like having a pair of three-fingered hands on each wrist.

I'd be happy with the augmentation exoskeleton from Elysium... Don't need extra appendages... but a servo hydrolic assisted system would be great for all sorts of tasks...

But the one guy is right, we need to figure out a source of power first...

And again, and again, and again, portable isn't the end all / be all of technology.  Also, technologies can develop in tandem, some people are working to develop a means of power(that is applicable to just about any technology), some are working on food production, some are working on digital equipment, some are working on robotics, etc etc.

Technology as such doesn't have to be worked on in order.  If they perfect this project based on non-mobile power, once mobile power does come about it will be easy to work it into the design.  Waiting to develop anything like this until it can be made portable would be wasteful.

As to the article, this is very interesting.  We've managed to develop a working arm/hand that works in place of an actual arm, and had monkeys operate it off of their brain waves.  But can animals learn to operate extra appendages thusly if they are not in the typical repertoires of said animals?

Worth investigating, imo.  There are a plethora of things we can learn yet about our own anatomy and brain function without having it be something portable.
