The Israelis have a system to warn Gazans that their homes are about to be destroyed: "knocking the roof"

first, they shoot a dud missile on the roof of the building. That is the signal to evacuate. Then, maybe 5 minutes later, they shoot a real missile at the building and blow the whole thing up.

"the Iron Dome's effectiveness was estimated by Israeli officials at between 75 and 95 percent." but then I could improve my effectiveness too if I made the initial determination that two thirds of the rockets fired were of no threat and then count the number that I intercept out of the ones I deem a threat to get a percentage.

I read a piece yesterday saying on July 7, the Palestinians fired 35 rockets into Israeli territory, and Iron Dome successfully intercepted 3. Of the 32 that weren't shot down, 20 landed near populated areas. Given the inaccuracy of these rockets obviously some of them are going to be so far off course you can say "well that one's going in the ocean, we're not going to bother with it", but allowing two thirds of the shots to get near civilian areas ain't 90% accuracy in my book.

They landed near populated areas, not in populated areas. That's what the Iron Dome does, it only shoots down the rockets that would otherwise land in populated areas.

The Iron Dome systems can't provide 100% coverage to Israel (yet).

There are only enough placements at this time to defend the heaviest population centers.

Would you consider the system more effective if it wasted ordinance on rockets that aren't going to hit anything?

It's nice that you can see the positive in this, and so can I, but that isn't the point. The point is that we hear stories of a thousand rockets a year being shot Israel's way and the Israelis ignore over 600 of them because they are not a threat to anyone.
