IIRC, the US has an official policy of no biological weapons use, even in retaliation. Certain chemical weapons may be used, but only in retaliation.

Hell, yes. the Texas a state health department had a cafeteria sharing a wall with the nasty stuff lab. Probably shared the same drainage system, just not the refrigerator.  Cozy for the people working with whatever to grab a quick bite.

So professionals working around deadly virus, bacteria, fungi, other lifeforms not on anyone's guest llst will take the utmost care in your well being.

Why yes. My last smallpox booster was 1970 and everyone's urine glows green around here.

China is arming themselves pretty well and cyber war is getting pretty serious.

China does have one HUGE problem, it's their population bomb.  Not that they are getting too populous, it's that they are aging too quickly since they have been below the replacement rate for years, with their one child pogrom.  One child funding 2 parents and 4 grandparents

The term superpower is meaningless in the context of mutually assured destruction.

Just because Fox news has decided that USA is the worlds only superpower, doesn't really change the fact that Russia can kill everyone.

/IMHO the term superpower ought more be used to something appliable, such as powers you can use. In which case there's the EU which is arguably the worlds largest economic power (and at least two of its member states also has nukes).
