You have a burgeoning global population which, in the past 20 years, has made rapid advances in sophisticated technology which has led to the spread of more knowledge in all forms.

You also have a ready and willing group of people that will happily sell military weapons to anyone who can afford them. (Russia.)

Once the Internet went public, it rapidly gained social acceptance and a way to communicate nearly instantly from one end of the globe to the other, where anyone can share ideas and concepts, no matter how crack brained or paranoid. Within a year of the Internet opening up, the first criminal enterprise began: viruses. Followed immediately by Spamming.

Governments would have to be absolutely stupid to not see the capabilities of the new digital world, especially when even kids can write and release information gathering programs which can infest millions of computers.
What better way to keep tabs on the masses? Especially since so many are dumb enough to openly express their murderous or violent desires, or -- as we have seen -- stupid enough to post selfies showing off the junk they just robbed from somewhere or all the illegal dope they have.

Plus, there are few laws covering this new technology and any rights are vague.

Look how fast businesses popped up snatching information about you, compiling it with others and selling it all to even more businesses. Spammers got in trouble eventually, but not the companies who paid the spammers to flood your inbox with junk. Someone had to make spamming profitable.

So, I figure the governments have all sorts of secret programs running on the internet. After all, why do ISPs save records of your surfing for so long instead of deleting them? Why does your cell phone company keep similar records long after you expunged them from your phone?

Besides, it's so much easier now than trying to tap into a hard wired phone, dig through the garbage for old notes and letters or intercept mail. People just basically yell everything out on the internet and, with the right programs, you can catch it all.

Plus the technology is getting even better.

How about 'The Cloud'? You store information somewhere out in cyber space -- which no doubt some skilled person has already developed a program to exploit the condensed mass of information, just sitting there, begging to be pilfered.

Your tablets store a lot on the cloud, because we don't have hard drives that can be made small enough to contain all of the junk people insist on loading onto the things.

Just a final point here.

Remember AOL chat rooms? They got a bit wild for a time. I was watching one where some kid was being a PIA when suddenly this guy busted in and ordered him to knock it off. The kid basically sneered, knowing the guy could not find out who he really was -- until the guy posted his real name, his address and phone number.

Turns out the guy worked for the FBI and had a program disk that allowed him to crack AOL, track and identify users in real time, something none of us knew could be done then.

The kid shut down. I was impressed and a bit concerned. AOL back then, always assured everyone that their information would never be given out. That their security was iron clad. Even the law -- at the time -- could not force such ISPs into opening up the records of their users.

Some guy from the FBI, perusing AOL chat rooms, could. He probably was off duty, just bored until the idiot kid pi$$ed him off and he popped the disk out of his briefcase and used it.

Actually, back then, probably a mini-floppy. CDs had yet to become popular. Plus, the only connections were dial up.

/No, I didn't have to hand crank my PC to get it started.
