How is that legal? Where's cart cover and the body bag? How did it get out of the vehicle?

It's 'service' vendors (like the one in FTA) who try to cheap out in that fashion that causes states like Maryland to require systems similar to the one pictured above in all vehicles, plus institute a blatant cash grab disguised as a "crack down on sub-standard business practices" via special vehicle certifications and personnel background checks.
