You can ship ammo by air. I do it from time to time. It should be in the original box.

Anti-static (or any aerosol spray) and a gas filled lighter, you can't ship those as air regular air cargo.

Not sure what the big deal about the bullets is.

If there is an explosion big enough to bother an aerosol can, that can is the least of your worries.
And ammo in a fire really isn't much of a problem. See, without a chamber to contain the pressure of the powder exploding, the casing will simply split. The bullet will travel maybe a couple of feet (if that) and you might get a few brass sharpnel bits from the casing, but not enough to cause any real injury. Maybe if you've got your eyeball a couple of inches away, but then I'd ask why you were eyeballin' burning ammo.
The ammo cooking off will sound like popcorn, but it's not like in the movies where you have a Last Starfighter death blossom effect going on. And if you have a fire hot enough to set that ammo off, a box of it really wont be adding much to the fire.

Now an entire warehouse of ammo, would be a little different. But then an entire warehouse full of *any* explodey substance that's on fire is always a bad day.

I greatly enjoyed his packing method. I mean, I've packed luggage by just making a pile and then stuffing it in a box, but this guy should win an award for his laziness.

I think the bigger deal is using the tax payers' dime for the post. When I worked for the government, it was against the law to even buy a stamp from the office, let alone taking one for free.

I'm gonna say any explosion on a plane is bad.
