The cable noted that detainees with "good connections" inside and outside the government were usually spared this torture.

"It's not what what you know but who you know" works for torture as well? Is there anything connections can't do?

Good of Joe to drop this data off to the Brazilian Truth Commission guys.

For far too long America backed a lot of dictator types in the Southern Cone and encouraged and advised on matters of torture.

Sharing the truth about this matter now is the least you can do for these guys.

Better an ugly truth be told than a lie or silence.
