Theaboriginal population have serious substance abuse issues. Such issuestend to go with high unemployment, poor education, and severe poverty as well as the rural living with little to nothing to do.

Pretty much the same as in North America.

"Drugs" is a stupid category.  Anything broad enough to include caffeine, tobacco, peach schnapps, meth, acid, ecstacy, tree frogs, and mushrooms is just worthless.  Drugs have almost nothing to do with each other aside from the altered states they induce.  Their illegality is also arbitrary, counterintuitive, and rapidly becoming an anachronism.

Statistically speaking Australia is in-line with the USA and western Europe in terms of drug use per population.

subby, be fair.  Beer isn't considered a drug down under.  It is like air.  Remove that from the equation and I bet USA and maybe Western Europe (although they tend to favor the brew as well) are greater consumers of recreational substances than the Aussies.

Transportation was more about getting rid of poor people.

Although prior to the American revolutionary war the British transported their convicts to a much shorter distance, just across the Atlantic. They only started sending convicts to Australia when their previous penal colony stopped accepting new prisoners.

Not quite.

In the 17th and early 18th centuries a large number of property crimes were made capital offenses, to the point where execution basically became the default punishment for most larcenies. There were a number of reasons for this: population growth, urbanization, and the resultant increased poverty and prison overcrowding. And, yes, protecting the wealthy from the poor was certainly a factor.

In the later 18th century, there arose some moral issues with this and juries would blatantly value goods that were stolen below the threshold for capital punishment. Large scale transportation developed as a morally superior option to execution.
