That is pretty crazy.  Is water abnormally expensive in Detroit?  I figure I use an average amount of water and my bill is about $50/month.

Detroit has been jacking up the rates by hundreds of dollars per month on people who can't afford it so the amount owed jumps. The woman owing $6k probably owes for 2 years or less.

No kidding.  I live in San Diego and have one of the most expensive water rates and, using my normal bill as as a base, in two years, I only would owe $1800.  Add 100% fees on that and it's still only $3600.  I have two girls so I think I use a lot more water than normal people, but maybe she has six or so.

If they're all that large, maybe it takes a longer time to get all the nooks and crannies (nttawwt) so lots more water's used.

You know what?  I don't have the details so I'm not going to judge too harshly yet.

What is she eating if her food budget was depleted from purchasing water? How about purchasing some refillable jugs? Why is anyone even paying for water in this country unless it is excessive?

you know what's great?  If you look closely at that tattoo on her left arm (the thing that looks like the torso of a normal sized person), you'll see it almost looks like it reads "Canada."

Don't mess with Detroit Water And Sewerage.

I worked there with them as a client for a short while, so I'm getting a kick....

They supply water for all of southeast Michigan, except my crappy town, which relies on its own water supply, charging me $200 every quarter, while the water gets worse and worse. A large amount of the bottled water in this region is sourced from their taps.

As bad as the corruption was in Detroit, it was one of the few things Kilpatrick wasn't willing to hand over to a completely brainless crony to screw up. Too much revenue for the city at stake. That said, it was still typically run by a crony, though (just not one stupid enough to destroy it)

There is obviously a lot more to the story than is being reported. Broken water lines most likely, and the city has probably neglected to collect for many, many years, with late fees tacked on every bill.

Kinda doubt that. More likely, Detroit would be a huge drain on Canada's economy and resources.

So their water bill is $20, the sewer bills is $50. Add some ridiculous fees and I can see it skyrocket fast. Someone should just offer to put in wells.

Then they'd have free water and could light the taps and keep their homes warm in the winter.

Reading TFA...So it's not that Detroit can't provide water to its citizens. It's that Detroit sick and tired of providing water to citizens who won't pay for it.

Yeah, poverty sucks but how many years does it take for a bill to get thousands of dollars in arrears?  I've been on The Bus in poor urban areas.  It's like a verbal internet of various charities that pay bills.  "New Horizons paying electric.  Take your current bill down there and they'll pay it.  Christian Fellowship on Third is paying gas."  "Anyone paying water today?"  "Haven't heard about water."  If you're too poor to pay your water bill and too lazy to take it to whatever charity's covering water bills a few times a year, what do you think's going to happen?

And screw the utility for letting it get to this point.  Now so much money is owed that no charity can wipe out the debt.  If they'd cut the people off after 3 or 4 months, they could just go down to St. Vincent's and get the bill paid and get the water cut back on.  But 4 figure bills ain't gonna get paid.

Say they add 10% of the past due amount each month as a late fee.  $75/month becomes $6600+ after 2 years.

I watched a documentary about Kwame Kilpatrick the other day, and there was a whole segment about some deal involving a crony and a water treatment plant at Baby Creek. I forget the details.

I guess there's a lot of money to be made in municipal water. The town I grew up in made a smart investment early on: this suburb, about 25 miles north of Chicago, took a gamble and became the first offshore town to tap into Lake Michigan (made a deal with a synagogue that was being built right on the lakeshore). Now my hometown sells that water to other offshore towns (at least, the ones who don't use well water or pipe in their own). Oh, and the water tower that was built is now world famous:

After awhile, she thinks "Fark it, I have free water" and thinks she is now entitled. By this time it is past the point of a realistic payment. If the water works had shut her off after the first 2 months of non-payment like most would, I am pretty sure she would be able to scrape up enough to get square with them.
