Good for her.  That said, we have way too many Generals and Admirals in the military.  This is a major problem when you consider that in addition to their pay, each one has several uniformed servants, including drivers, and social secretaries (though they give them more military sounding names) who are often themselves well paid officers.  Of course the same is probably true of senior officials in the whole rest of the government, where there are a lot of jobs that seem to exist for no other reason, than to allow well connected individuals to live vast lives of luxury that they could never afford in the private sector.

I can't really speak to her record in general, but I do know that the whole Captain Phillips hostage incident happened under her watch (started just 3 days into it in fact) and we all know how that turned out.

I've seen Holly's wiki before and it seems there was a good deal of editing since then.  I recall several incidents being mentioned including the throwing a cup at a junior officer, throwing a fit about someone poorly steering the ship, and I think tell other female crew members she wasn't there to be their mother in more profanity laden language.

It will be interesting to see if she hangs around to compete for CNO. I saw her a few times during my DC time, would have been an honor to work for her.

The GOT analogy is a good one, but have no doubt - she is an apex warrior-statesman, and her transition toward the top of the admiralty is a great achievement for the Navy and a quintessentially American accomplishment.

It's even worse:  She was the commander of United States Army Field Station Kunia during the infamous "Kunia Mutiny".  I don't know all the details because it happened after I left there, and most of what I know is from her book, but even in the best light it doesn't reflect well upon her leadership skills.

Finest NCO I served with was a female E6/7, and its not even close. I GUARANTEE no snot nosed PFC packed his shiat and bailed on the whole farking thing on her watch.

Howard's initial sea tours were aboard the Hunley (AS-31) and the Lexington (AVT-16). While serving on board USS Lexington, she received the Secretary of the Navy/Navy League Captain Winifred Collins award in May 1987. This award is given to one woman officer a year for outstanding leadership. She reported to Mount Hood (AE-29) as Chief Engineer in 1990 and served in the Flint (AE-32) in July 1992. In January 1996, she became the Executive Officer of Tortuga (LSD-46) and deployed to the Adriatic in support of Operation Joint Endeavor, a peacekeeping effort in the Former Republic of Yugoslavia. Sixty days after returning from the Mediterranean deployment, Tortuga departed on a West African Training Cruise, where the ship's sailors, with embarked U.S. Marines and U.S. Coast Guard detachment, operated with the naval services of seven African nations.
Howard took command of Rushmore (LSD-47) on March 12, 1999, becoming the first African-American woman to command a ship in the U.S. Navy. Howard commanded

Howard assumed command of Expeditionary Strike Group (ESG) 2 and Combined Task Force (CTF) 151 aboard the amphibious assault ship Boxer (LHD-4) in April 2009. The USS Boxer was the flagship for CTF 151, a multinational task force established to conduct counter-piracy operations in the Indian Ocean. Howard was promoted to rear admiral (lower half), effective September 1, 2007 and to rear admiral, effective August 1, 2010. She was promoted to vice admiral on August 24, 2012.

Her medals include the Legion of Merit (three medals), Navy Distinguished Service Medal, two Defense Superior Service Awards, Meritorious Service Medal, Navy Commendation Medal, and the Navy Achievement Medal.

She did all that AND she navigated the pitfalls that come with being a black woman in a predominantly white and male organization.

In WW2, there were 30 Navy ships for every admiral. Now, the Navy has more admirals than ships.

On January 1, 1946, the senior-most ranks of the U.S. Army, including the Army Air Forces, totaled four Generals of the Army and 12 full Generals, for a force of 8,200,000 men and women, while as of mid-2010 the combined strength of the Army and the Air Force was only abut 825,000, commanded by 24 full Generals (11 Army and 13 Air Force), with five more pending promotion.

The army is continuing its downsizing, going from 16 armored brigades (64 M1 companies) to ten (40 companies). The Army National Guard still has seven armored brigades (28 M1 companies). The reduction will remove 24 M1 companies leaving 952 M1 tanks in service.
Each crew has four men, giving the U.S. 3,808 M1 tank crewmen.

Other proposed cuts:

The active-duty Army would shrink from today's 522,000 soldiers to between 440,000 and 450,000 - the smallest number since 1940 when the nation was gearing up to enter World War II. The Army currently is scheduled to be reduced to 490,000.

- The Marine Corps would shrink from 190,000 to 182,000.

- The Navy would keep its 11 aircraft carriers but "lay up," or temporarily remove from active service, 11 of its 22 cruisers while they are modernized. The Navy would reduce from 52 to 32 its purchase of littoral combat ships, which are smaller vessels designed to operate closer to shore.
