They'll have to, at least, account for it.

As to the cell phone traffic, I carry two phones. Am I two people? or do they know both are mine? Can't they just get this from the NSA? We pay for that data collection, it's OURS. We should be able to use it.

They already do have a bunch of police cameras attached to telephone poles.  Just hasn't made a difference.
