Because I can think about a thousand reasons why that's a terrible idea.

Not sure if serious, but cell phones can cause a lot of trouble inside  revenge or retaliation against someone who you think put you in there, continue to run a drug enterprise, a bad game of Clash of the Clans turns into a riot. Bad news all around.
/plus they can't monitor cell phone calls as easily,as some idiots actually confess to further crimes on the prison phones.
