Don't get me wrong, a 13-inch alligator could probably break your finger if it bit you, tear up some skin pretty bad, but it's not like these cops almost died.  Though I'd half expect them to shoot it and claim self defense.

Erm, this is in the Chatham neighborhood. That's a neighborhood that's not going to be strong on meth addicts, not that Chicago would be strong on it anyway.
