So, if I follow things correctly, we managed to spend money fighting ISIS in Iraq and eventually chased them to Syria where we gave them money and supplies to fight Syria and that they then used to come back to Iraq and fight us. Sometimes I really think our government is comprised entirely of idiots.

If these are the same guys that the Post profiled in 2005, then basically we have the PNAC folks at the US State Dept and Defense Dept during the Bush Administration to thanks for the Syrian Civil war and the shenanigans in Iraq right now.  Basically Assad the elder had all these farkers safely locked up in his jails in early 2003 but back then, when the Iraqi war looked like a cakewalk and a stunning success, several folks like Armitage started pointing at Syria saying "you got next".

Assad went to these guys and cut them a deal:  he'd let them out of jail, and give them a one way bus ride to the Iraqi border and then they could go and Jihad to their hearts content against all those infidel Yankee invaders.  Assad correctly figured that if we were busy fighting a guerilla war in Iraq we'd be too busy to pursue invasion plans for Syria.   So you mixed eager Syrian bodies with tons of Saudi money for arms and equipment and viola AL-Q in Iraq was born

No, not weapons, but it is widely believed that supplies sent to the insurgents in Syria have ended up in ISIS hands. Not to put too much fire in the hands of the right wing media, but ISIS leaders have been photographed in tents supplied by the US as an example and it seems highly unlikely that aid that was sent to 'moderate' opposition forces can be so tightly controlled that it not end up in ISIS hands. That's why we haven't sent weapons, we know that it's inevitable that 'non-moderate' opposition forces will end up with them.
