I was in Moscow for a few days last Fall and I'd swear that about 90% of the male population are chain smokers.  And they smoke their cancer sticks like pot, deeply inhaling and holding in the smoke.  What's really fun is when a taxi driver is going 90 MPH (190 kilofarks per quintard in metric) through an industrial area, smoking a cigarette or two, putzing around with his GPS unit, and talking on a smartphone simultaneously.  Good times, good times...

If you read the story, which is admittedly full of holes, they address that by saying Russia intentionally leaked that he was heading there so the US would revoke his passport, trapping him in Russia so they could keep him as a pet.

He tried to defect to the Chinese government, but they refused to guarantee his protection. So he got some friends to help him escape to Russia.
