See all the lens flare/bloom around  all the lights on the street?  The smoke is real, the rest is just lights that the photographer decided to dramatize by over exposing the picture.  There are no flames visible in that picture.

OK I think I get it....

BUT according to this site,

Although many photos shared on social media show flames shooting from rooftops, officials say no buildings were ever engulfed in flames. Instead, the flames probably shot up through the building's ventilation system.

So this fire just looked bad but was just a big nothing.

The "six story" building thing also appeared to somehow grow to what, twenty floors?

/they do everything  bigger in NYC.

It's not necessarily fraud or overexposure... The human eye's dynamic range is so enormous compared to even a good camera, let alone a crummy phone camera, that there likely was no "correct" exposure here. Go up on a hill overlooking town some time near twilight, take a good look with your eyes, then try and get the same from a camera without using an HDR compositing program.

/cameras recover from saturation overload way, way faster than eyes though

Overstaffing is required due to being in an area where residents can eat breakfast and see what their neighbors had for dinner last night. It is more about protecting neighboring structures before the whole block goes; as well as evacuating an occupied involved structure.

Six-story buildings are very common because that's the tallest they can be without requiring an elevator and a bunch of other more expensive stuff (like fireproofing).

Are you kidding? When we lived there our grandfathered building didn't even have fire extinguishers or fire alarms. That was fun when a blaze broke out in a top floor unit and we didn't even know about it until the hallway was filled with smoke and firefighters were already up there breaking windows and stuff.

What the LA Times article fails to mention is that the fire involved 3 townhouses that had 4 apartments per townhouse.

I guess I could have made it clearer by using past tense, but the relevant building codes are from the centuries in which most of the residential buildings were built (late 19th - early 20th).
