"I was shocked to, number one, see somebody affecting a traffic stop on me," Detective Chance Anderson said. "We are a rather large department, but I still know a majority of our law enforcement officers."

shocking to have to follow the same laws as everyone else or get pulled over.

Been done before.  From Wikipedia, "[Ted] Bundy was regarded as handsome and charismatic by his young female victims, traits he exploited to win their trust. He typically approached them in public places, feigning injury or disability, or impersonating an authority figure, before overpowering and assaulting them at more secluded locations. He sometimes revisited his secondary crime scenes for hours at a time, grooming and performing sexual acts with the decomposing corpses until."

Part of his job is catching people impersonating police but he's never seen anything like that.  That's kind of weird.

Headso: shocking to have to follow the same laws as everyone else or get pulled over.

Shocking that he admits to getting a pass on violations.
Book him.

Matthew Michael Lee McMahon, 20, was spotted by a detective in an unmarked with the St. Johns County Sheriff's Office while Monday driving on International Golf Parkway at 8:35 p.m., according to the St. Johns County Sheriff's Office.

Hard to read.

Surprised the grammar cops haven't nailed this yet.

"I pulled over to confront the individual..."

Note that this was his response, not something like "pulled over to rectify the situation." Anybody who's not a po-po "confronting" an officer effecting a traffic stop (assuming it's a real officer) would be sitting in a jail cell in no time.

The arrogance of most (not all, of course) cops astounds me. Then again, arrogance is almost an inevitable side-effect of having all that power over other people.

I laughed at that part too, then again I am sure departments all over have positions created not out of necessity but because they heard about some thing in another state that happened 15 years ago.  Ya know, the same reason they need tanks and grenades to serve a bench warrant for j-walking.

Also, wanna be cops are the worst.  Seriously every one I have ever known or seen on the internet is just oozing with smug adoration of authority.

Did I tell you my nephew is a cop?

Oh look, I have  pocket lint.

if you're looking to get silly you'd better go back from where you came, because the cops don't need you and man they expect the same.

Affected is right.

Effect is the noun. Affect is the verb (with some exceptions).

Apparently, effect is also a verb.  Effect 10. ( tr ) to cause to occur; bring about; accomplish "I was shocked to, number one, see somebody accomplishing a traffic stop on me."  http://dictionary.reference.com/browse/effect?s=t

I vote EFFECT in this context.  They accomplished a stop; they didn't emotionally alter one.
