I've seen that in both club rugby and club hockey.  It really is a major dick move, and I can't believe there's never been an argument for changing the rules to keep that from happening.

For instance, playing in a minimum number of games, or having a record of an injury that would have kept you from competing in the minimum number of games.  When I was younger, an A-level travel hockey team I was on played in the quarterfinals of our league tournament against another A-level team, who just so happened to have half the roster made up of kids from their AA-level team.  Turns out that they really wanted to win that tournament (they were something like last or second from the bottom of the league).  Luckily there was a rule against doing what they did.

Every rugby comp I have played in has had a law preventing that from happening. So, to play for 4ths in the finals, you would have had to play a certain number of games for them that season. And usually, if you play 2 games that round, the game that counts is the highest game you start. So, play 4ths then bench for 3rds it counts as a game of 4ths on your record.

Now, given that a good team will circulate players round a bit to ensure that 4ths players get a chance in 3rds, it is not unusual for about half of the players for 1sts to also qualify to play finals for 2nds and half the 2nds will usually be able to play 3rds. That said, I have no recollection of anyone's 1sts playing for the 3rds (unless they are coming back from injury).
