The stolen pipes were not made of copper and have little scrap value.

Whoever stole them isn't selling them for scrap.
A new Sloan valve retails from $100 to $400, depending on the model.
They're being sold, or reinstalled elsewhere.

So a used one goes for $50, and a used one of dubious origin goes for $10.  Maybe they get more, but why steal the whole urinal?

They didn't steal the urinal itself, just the flush valve, and related pipe.
An enterprising person with a screwdriver and a pair of channel locks could easily disconnect and remove a flush valve in a couple of minutes.

Unscrew the cap over "Control Stop" and turn the screw to shut off the water.
Unscrew the "Stop Coupling", then just pull the unit out of the urinal.
The "Spud Flange" won't put up much resistance.

Pretty sure tfa headline was stolen from Fark, since it's been used here a million times. Or possibly stolen directly from the back of the stele that displays Hammurabi's Code, which is the earliest-known record of the joke but which also referred to it as "that old chestnut."

It ranks right up there-- or Down There, as is more appropriate-- with the story about Horace Greeley's stagecoach ride.

To be honest, I figured the article would be about savvy pickpockets nailing dudes taking a piss. That seems a much more lucrative venture than taking piping imo.
