The definition of upstate NY is like the definition of "Yankee". It varies based on how close you are to the most extreme parts.

White Plains is slightly outside of NYC itself, so is sometimes called upstate. Upstate is really more of a direction than a region.

Um... the dFA test that actually gives reliable answers requires infected tissue to work.  Rabies is a neron-affecting disease, so getting to infected tissue means cracking open their skull and exposing brain tissue so you can spray a (destructive) detection chemical on it.

There's a reason that when a human is suspected of infection they don't actually test you to verify, they just give you the farking shot.  Even the incredibly expensive non-lethal human version of the test requires  spinal fluid, making it only somewhat less dangerous than letting the disease go untreated.

So... yes.  Testing them for rabies involves killing them.

Actually, speaking as a Manhattanite,to the Manhattan born, I can assure you that, in fact, White Plains is considered suburban Connecticut to any blue-blooded New Yorker.

One of the places I used to ride, outside Boerne Springs, it was trash day. Next to the trash cans was a wash basket, had 4 little coons in there, their necks had been snapped. Dunno who did it, but they're tougher than me. The old house is no longer there, all that farmland made way for a subdivision.
We don't have coons out here. We get roadrunners all over the place.

I live in Oneida (dead center of New York State).  I assure you, White Plains is NOT upstate.  In fact, I barely consider Central NY Upstate.  When I think Upstate, I think Adirondacks/North Country, Watertown/Plattsburgh.  The WAY north.

And I'm a few miles north of that.

We got a family of bandits in my neighborhood. They've figured out how to get the bungee cords off of my garbage can; I'm gonna have to resort to locking ratchet straps next.

Or maybe it was the skunks, they're pretty crafty too. The bear hasn't dragged my garbage out in over a year.
