I had that happen to a buddy of mine out of high school. He stepped in while working to stop a rape in progress and was fired. He was told is job was to call the cops and take notes.

At the time I worked in the same downtown neighborhood for a different security company. Within a day all the nearby buildings had mandatory training sessions to emphasize the same policy. Funny thing is we worked for different companies. They were very insistent about the policy and talked about his firing (without naming his name) to make their point about it.

It's not random if you do it every time.  More likely murder a dog, then go a month without, then three pomeranians in a row, followed by two days, and then a german shepherd.  Kinda like with lucy every once in a while letting Charlie kick the ball, but without him knowing when.

Yep. Observe and report. It's how security avoids lawsuits, but still can claim to be doing something.

Hurray, I'm out of my Fark rut!

Cops should have arrested all the passersby for not reporting a hit and run, and the security guard for jaywalking (jayrunning?), and then located the source of the car passengers drugs and arrested the whole network of drug producers/high level dealers; also they should have arrested the person to whom the stolen coats were going to be sold. You can never arrest enough people, I say!
