The Winnipeg Police Service has said the man will not be asked to pay the ticket.
In a statement, they said the "Provincial Offence Notice (PON) issued has been reviewed by supervisory staff and it has been determined that the improper offence was cited."


Police have issued the man another ticket, but wouldn't elaborate on the new charges.

In the village where my grandparents lived, people used to walk side-by-side in groups of six or more. Fortunately, traffic was slow and infrequent.

But I did formulate an hypothesis: the higher your social class or traffic, the more likely a group of strollers will walk single-file or two by two, leaving room for others to pass them.

I note that all groups of people, regardless of age, sex or class, seem to take the right of way against individuals or smaller groups, with greater or lesser politeness and willingness to allow the smaller (or weaker) group to pass them. But factors such as class, manners, intelligence, etc., seem to inform and modulate the competitive and selfish urges of mankind.

The law cited was about people walking along the highway where there is no sidewalk, and it's dangerous to do that.  I'd love to know what the guy and his friends were doing, though.  Considering Winnipeg, I'd say douchebags being obnoxious and intentionally taking up the entire sidewalk while being little shiats to passers-by.  But that's just a guess.

Over reach much.  In the not too distant future law enforcement will be entering my house to charge me with having feet up on a table.

(oh speaking of feet on tables - as in most places, around here we are not allowed to put feet on the seat facing one on public transport ... now I understand the reason for this law, so I put my coat or bag on the seat in front and then put my feet up on them ... I have yet to have to deal with 'The Law' but I do wonder how the scenario will go down "My feet are on my bag, not on the seat!" .......)

Yeah, they're real fun to deal with when you're trying to catch a bus or a train and there's no way by them, so you end up watching your bus pull away, while they're just shuffling along at about 1 1/2 MPH, drinking in the sights... blissfully unaware of people with stuff they actually need to do..

The waddlers who block the entire sidewalk are annoying (especially groups of mothers with strollers, because they're so slow, so entitled, and completely unpassable without risking traffic), but ticketing?

Doesn't the word just get around that you're a Bad Impolite Canadian and then your poutine is mysteriously no longer quite done enough?

So... ticketed for walking beside other friends on the six lane highway, and not walking on the sidewalk?  Large sidewalks beside that section of the road... unless they were closed off at the time?  Article is unclear.

Anyway, the dude probably deserved the ticket.

Dudes were drinking in public and being douches.   Cop approaches guys guy with beer, guy hides beer.  Guy eventually admits to beer in public and apologizes to cop.  Instead of giving the guy the $670 fine for open liquor in public, he gives him a never-used "sidewalk violation" ticket instead, ($111), because the cop was trying to be a nice guy.

That'll teach him to be a nice guy.

Yes Fark, there are two sides to a story, even if the police are involved.
