Or it could be an idiot texting while driving.  It's worse than drunk driving.

This.  If you injure or kill somebody while playing with your toys instead of driving your dang car it should be the same as OVI.

I thought contacting 911 was considered exempt from these laws. I've made calls to the police holding my phone to the ear to report someone walking along the freeway several times.

texting and driving should result in lifetime ban from owning a cell phone.
Period.
Plus suspension of the DL for a long time.

No. If you kill or injure someone while driving it should be the same no matter what unless it isn't your fault.

Seriously, go visit your local comm center.  You'll want to move to a different jurisdiction when you realize what really happens in public safety only to realize that it's the same E-V-E-R-Y-W-H-E-R-E.

I used to work in 911 as a systems admin.  I actually setup the application for text to 911 and people have actually been texting 911 for a long time, they just didn't go anywhere.  When we set it up, we got a flood of texts sent to 911 that had just sat.  Things like "I am stuck in the trunk of my car and my ex is going to kill me, please help!".


There were also a lot that gave addresses where people were selling drugs.


Good to see they are starting to go somewhere now.
