Ferries aren't the only form of mass transit over there where they play it a little fast and loose with things like "capacity".  See if you can spot the train in this pic.

Ferries are perfectly safe. Ferries that are overloaded, poorly stowed, badly handled, woefully maintained, those are the ones to stay away from.
