"looks like a cheap way to horrify a spouse, traumatise a pet...."

Oh hell no.  I have cats that are completely capable of killing me in my sleep.*  Not going to give them a reason to.

*ok maybe not the 14 year old one.  The two 7 year olds, most certainly.

Satan's Bunny Slippers: Oh hell no. I have cats that are completely capable of killing me in my sleep.*

Not sure how many saw it but years ago there was a tales from the dark side movie that featured and old guy hiring an assassin to kill his cat.  The cat was black naturally and near the end popped out of the assassins mouth to attack the old man.  So let this be a lesson to the rest of you...buy a Labrador instead.

So what's to stop me from having some crafty person whip up a fairly creepy and antiquated looking doll, making up a completely bogus haunted back story, and attempting to also sell it on eBay for a hefty amount of money? Does eBay have rules against this sort of thing?

Based on the King short story "Cat From Hell".  Late 70's, but I honestly thought it was later than that, perhaps I'd confused it with the Twists of the Tail.

Does eBay have rules against this sort of thing?

"Listings that misrepresent (or appear to misrepresent) the true nature or value of the item being sold may be removed from eBay. "

Yes, they do.

I wonder how stringent that is when applied to supposedly haunted/cursed/whatever items. Those claims are, let's face it, difficult to verify. And it doesn't seem like eBay has a policy of not allowing them at all. Maybe if you list it as "purportedly haunted" or "supposedly magical" or just imply it very heavily and list it as a curiosity.

I wouldn't think very stringent, I've seen the crap for sale on there sometimes.  I just threw out the search term for it and that came back.

But if you go with "spiritual/haunted/magical/possessed", someone will buy it.

Yeah, it's called caveat emptor.
