New York's bike sharing program comes to mind. Good idea in theory, but how it would turn out depends a lot on the people who will be using them.

We've had a sort of car-sharing system here in Paris for a few years now, which works a lot like the Vélib'/CitiBikes systems, but for cars.  Functionally, the main difference is that you can place reservations for cars and parking spaces.

I've been a subscriber for almost a year now, and it's really terrific - if I need to go home (and I've not been drinking), I can drive myself across the city for less than what a cabbie would charge just for the flag pull.  The rental rates can add up if you use it a lot, but the reserved parking is fantastic in a city where finding a parking space is like catching a unicorn.  The cars themselves are usually reasonably clean, though every now and then you get one that's clearly been smoked in.

London, Dublin, Copenhagen & other places have bike share schemes which are a massive success. Guess it depends on the scheme filling a legitimate need for people to travel from one point of the city to another and there being lanes to cycle in.

Car share - I'm not sure how that would work out. There have been private car hire schemes where the car is fingerprint / pin activated and sits on the street. But a hiring scheme for the general public has obvious problems to work out - where to park all those cars, how to charge them, how to clean them. I expect bodily fluids, condoms and discarded food will be regular features in these vehicles. And grafitti.

Renault have a crappy little EV called the Twizy which despite its appearance is probably quite suitable in an EV rent scheme. It's very basic inside and out, compact and could probably even be hosed down

I used Zipcar when I was in Atlanta, an it worked pretty well.  I'm guessing that this would be pretty much like that, just with electric cars  Should be workable.

I expect nothing from the Malaysians in this situation except more bumbling failure, incompetent government and, mark my words, witch doctors.

If you give technology to struggling second-world countries, you should expect nothing more than amusement value, the same as you'd get by giving a chimpanzee a pipe organ.
