I honestly don't know that I've heard anyone express real interest in developing human-out-of-the-loop machines with the capability to use deadly force, but to the article's credit they're clear that this measure would be preemptive.

And there is the crux of the issue. If everything is just a bureaucratically defined process carried out by a machine then everyone is at fault when something goes wrong and therefore no one is at fault. But how far are we from this same problem now in law enforcement? I'm not an "all cops are thugs with badges," kinda person, but I do think that incidents where a police officer shot up a person who didn't / wasn't doing anything wrong (wrong address / fat-fingered license plate / kid with toy in back yard) and the conclusion reached is that procedures were followed and the cop escalated per some rule book, then it may as well have been a machine pulling the trigger.

I'm reminded of the movie Brazil.

Several years ago I read somewhere (maybe it was on Slashdot?) that South Korea was thinking about deploying robots along the demilitarized zone that would automatically shoot anyone who tried to cross the border from North Korea.  I think they abandoned the plan when they realized that the robots would be incapable of differentiating between soldiers and refugees.
