Why so many helicopters, essentially for one person?

Because, of course, when Obama leaves office, they're going to blow the damned things up.  It's highly unlikely they'll remain in service for the next 40 years like the last ones have.

No just less traffic at the time.  What you're missing here is the cost.  At the time it was more cost effective based on salaries and fuel.  But if you mathatize that now, factoring in the inverse frequency of trips combined with inflation and Presidential blahness2 you'll see that today's costs for the helicopters and the use of them will be unfeasible.

What I don't get is why 23?  They need 2 of the super choppers in case one breaks.  Bump it up to 3 so they have a spare when one does break (that triple redundancy thing).  But after that, they need about 9-15 more to fly as decoys (the President flies in a random formation of 3-4 helicopters that look identical.  The decoys don't need anything fancy or special.  Just look like the other one.  Maybe put the jamming gear in one.  But 23 identical helicopters?  He can only be in one at any time.  And the maintenance on all the gadgetry will be massive.  Buy 3 $500 million ones.  Buy 15 $50 million dollar ones.  Simple.

He did own a farm near Gettysburg, PA, which is 75 miles from DC. On the roads of the time that trip could easily have taken two hours.
