In fact, you can target the driver with a missile without a warhead and kill that person alone, leaving the rest of passengers (mostly) untouched.

There's no such thing as a "surgical strike" unless you're accustomed to performing surgery with high explosives.

You do realize that the writer of the article badly misinterpreted the video. The video shows weapon tests with a dummy warhead then with a live warhead. The objective of the dummy warhead test is to get data points on accuracy for the engineers without having to reconstruct the target that's been blown to pieces by the warhead detonation. The live warhead tests are then done to asses total weapon power and make good sales shots. Weapon systems are tested this way all the time.

Reminds me of the moving Training Day when Denzel Washington was shooting up the inside of an apartment trying to kill Ethan Hawke and declaring "I'm surgical with this thing".  It's a shotgun dude, shooting rounds of buck-shot - there's nothing surgical about it.

I'd actually be curious to see how well it hits a smaller target, like a motorcycle or dirt bike that is weaving through various terrain.  Harder to set one of those up on remote control though.

I think the Stinger had the same option.

Deciding if it the warhead goes boom or not is probably the least complicated technical part once you have the launching and accurate targeting down.

I don't think you have any other choice but to drive at least 71. 75 is probably safer. Also swerving from lane to lane will probably help.

If you think in terms of psych-ops, blowing away a passenger and having them go splat all over the driver might screw with people's heads.

But put more simply, it will disable a vehicle, not necessarily kill the people inside. And maybe disable a truck mounted machine gun.

The point isn't always to blow things up.
