The soviets were pretty successful with robotic missions, but they were never close to being able to send humans to the moon. That kind of undertaking requires a huge amount of resources that modern Russia doesn't really have. If there's another space race it will be with China.

In short, Putin's visions of being the dictator of a superpower will forever be limited to his wet dreams.

You do know that it's already been done, right?  And that it was done with '60s technology?  Oh, and none of that technology is exactly secret, and the Russians can just look up how we did it?

The Russians already know how to build rockets, they're actually pretty good at it these days.  Every computer used to design and operate everything to do with the moon mission put together would be less powerful than your cell phone.  And while it actually IS rocket science, it's not actually difficult rocket science these days.

If he'd said Mars, you would probably be right.  But to design a rocket to go to the moon is undergrad-level physics and engineering these days.  We don't do it because there's no real point, and it's  expensive. 
But if Russia wants to burn that money, they've certainly got enough to do it.

Space programs aren't nearly that expensive.
It's about prestige, expansion and future planning.

There's nowhere left on earth that nations can expand into that won't trigger wars. There is also no higher ground or bigger technical challenge than building in space (which is entirely unclaimed). So by announcing it's going to the moon, permanently, Russia is laying claim to the future of mankind.
Doing it now is probably a not so subtle jab at our retreat from space and inability to orbit our own astronauts.

They know we've got no interest in a space race.
If we continue to slip up by the time they start manned launches... Yes, that would look bad.

They had had a lander developed as well. Though given the factors that their N1 rocket had catastrophic failures, that USA had beat them. They stopped pouring resources into it.


Whatever potential spacerace will be between whoever decides to dedicate resources to it. Of course Russia has the resources to it, so does China. China seems more willing to "piss money away" though, with to real tangieble immediate benefit.

I don't see ESA decided to build a moonbase, they wouldn't get the funding. Though obviously they have the greatest resources of all.

That's not what they're talking about though. Building a permanent base on the moon, and making is selfsustaining is not 60s technology.
