No different than London or NYC or Chicago.

The only real question is when does the Chinese middle class demand an EPA with BULLETS.

It gets rid of the old complaint about smog and gives them a decade to deny, ignore, and stall before finally admitting they should form a committee to investigate proposals for research into their new runoff problem.

Yes, this approach is the opposite of "Dilution is the solution". This is "Into solution is the solution for pollution."

And yes, it's just accelerating what nature & gravity would do. Which maybe is nice for your lungs and eyes, but it accelerates deposition and accumulation in the food chain. So it's a good news, bad news thing: they'll be breathing easier and seeing longer while their internal organs are going toxic and gardening tumors.

Pollution needs to collected or prevented at/before the source.

/and it's communist china, can't they exercise absolute control?

Um, I guess no one RTFA. This is just being used to keep the construction dust down:

to reduce air pollution caused by the metro construction
...
This is a small-scale effort to damp down the dust. The water will go up as a fine mist, and stick to the dust and form larger particles - and fall back down to the surface under gravity. ... 'it will stop dust spreading over a wider area'. It won't stop pollution elsewhere, though, he added.

China is still a centrally planned economy.  It is actually an example of what happens when when an authoritative government regulates every last detail instead of embracing free market capitalism.

Where are Green Peace, the Sierra Club, and all the other Environmentalist protesters?  AFAIK you never hear them say anything about China or Russia, or India.  They've too busy trying to zero out the last decimal points of pollution in the United States and Europe, and perfecting the World's climate.

Newsflash: Pollution and Global Warming, Climate Change Climate Disruption are impossible to fix without doing about these countries.

In the meantime prices on Fruits and Vegetables  in the U.S.  are going to increase because Environmentalists are focusing their efforts on cutting off water supplies to California farmers to save 'The Delta Smelt'

When really, it's kinda going the other way.

A quick google search shows they're active in China and were you asleep last year when a bunch of them got arrested by Russia last fall?  Oh, and 44 of them just got arrested for blocking a Russian oil tanker.

They're crazy eco-nuts.

OTOH, The Sierra Club probably focuses on the US because aside from Canada, that's the only country where it has chapters.  They're not actually eco-nuts.

A quick addendum.

Greenpeace claims 4 of their members were arrested in India for "peacefully protesting" just 2 days ago.

However The Times of India says it was more like "robbery, assaulting a government servant and obstructing government work."

I'm not sticking up for Greenpeace.  I'm just pointing out that they pick on Russia, China and India too,

keithgabryelski: when this occurs naturally it is called "Acid Rain"

Depends on the nature of the pollutants, acid rain is when rainwater absorbs sulphur oxides and nitrogen oxides from the atmosphere (mostly) to form a dilute sulphuric/nitric acid solutions. Rain also pulls particulates out of the air as well (commonly measured as PM10 and PM2.5), which would normally not be either acidic or basic, unless the particulates are mostly from certain specific (usually industrial) processes.

Acid rain is generally bad for buildings, rivers, forests, etc., but not directly bad for humans (until taken to extremes). Particulates are usually the things that you would be most worried about in a city as they cause respiratory problems, etc.

You don't perceive a connection between business and government? All the Chinese people I've talked to before do. Capitalism is different from cronyism. It means that private individuals own and control the means of production. Cronyism (or corny capitalism) means private parties own the means of production, but it's controlled by the government who get kickbacks for playing favorites. That's the similarity between American and Chinese economics in my opinion.

I have to admit I actually liked Pulgasari (may still be on youtube).  The idea that any movie produced by the DPRK, much less a sort of Godzilla rip off, would be entertaining, but actually it wasn't bad at all IMHO.

China is very laissez faire for small fish.  Lots of mom and pops.  Not necessarily legal.   Local police thugs might try to beat on unlicensed street food vendors.  The local police thugs might, in turn, be beaten by the locals.

But, yeah, at the higher levels? In our system, the rich and powerful make all the rules and run everything.  In theirs, it's the opposite.

2. Install misters at top of 1000-foot tower.
