Perhaps a Kenesaw Mountain Landis type commissioner.

Because there's a "local" market for it stacked with the better part of a billion people, in a country not known for its law-and-order treatment of the wealthy and well-connected?

Partly and also spot fixing (which is what the article is talking about) is easier to persuade a player to do.

Actually fixing a match is hard and will cost a lot of money because you need multiple players involved who are paid a lot of money, have big ego's and often needs the other team to be good enough to take the chance they are given.

Spot betting is when a specific event is bet upon like when the first wide will be bowled, or no ball, or run out etc and its much easier to get a player to agree to bowl a no ball on their 9th delivery that will have little overall effect on the match.

Yeah, I've always wondered about prop bets here in the US.  Many of them are laughingly easy to fix.  No idea how often it happens, or if it happens at all (I mean, the players entire career is on the line).

Things like "will a safety be scored" in the NFL.

Is this really true? I don't have much experience for either aside from what I read in the article, but the article makes it sound pretty bad. And no, Tim Donaguey does not make it as bad.
