How hard could it be to get some food to these people? We have the ability to deliver a few well placed smart bombs, but we can't get food to people that are under siege?

Would you eat something that could withstand being transported on a JDAM? Also, the delivery system would kill more people than it would save.

If we learned anything from food aid to Africa and other places under siege, it's that most of the time the food gets to the people we DON'T want getting it. Very little of that aid actually gets to the civilians.
