The context is provided in the article: "Rakesh Agrawal is no longer with the company. Treat everyone with respect. No excuses. PayPal has zero tolerance." The only reasonable reading of this is that they are claiming zero tolerance for failing to treat everyone with respect.

I have zero tolerance for zero tolerance policies, but to be fair this particular instance strikes me as more a douchey figure of speech than a description of a formal thought-avoidance policy.

("No excuses" is just as stupid if taken literally, by the way. There are excuses for homicide; a corporation needs to get over itself if it thinks there's literally never an excuse for disobeying the "play nicely" rules.)
