Why on earth would you put a bear in a petting zoo in the first place? The first rule of petting zoos is nothing aggressive (ideally something domesticated). The bear shouldn't be punished for the owner's idiocy.

I once found a little kitten lying behind a friends bushes by his porch. I knew the little guy was in a bad way, but I felt I should do what I could to save him/her. I rushed him to the emergency vet (weekend) on the way I tried to comfort him, when I was petting his little head, he tried to suckle my finger tip. when I got him to the vet, they said they would have to put him down, when I said he was trying to feed, they said "oh now we also need to check him for rabies" I told them he didn't break the skin, he was just hungry. they put him down, and charged me $350.00. bucks.

This being Missouri, if it was a black bear, they would be, 'Well, Boo Boo didn't have rabies NOW, but eventually...and in any case, there are probably dangerous diseases that it did have that we don't know about, so putting him down was the right thing to do.  We can't check because, due to the risk of the black bear having Ebola, AIDS, dysentery, bubonic plague, Lupus, ricketts, avian flu, ursine flu, demonic possession, improperly obtained voting registration, welfare fraud, Obamacare, flatulence, etc..., we incinerated the corpse immediately.'

There's a lot of laws about all that, also entire populations of captive born wild animals that couldn't be released anyway.

If the mother's dead and its very young, they'd put the cub down anyway. So a zoo is a better choice for the cub. Being used to handling at a young age is good for captive animals, or giving them medical care when they're big will be problematic.

Although a petting zoo is maybe not so good. Knut went a little crazy when the cute phase was done and he no longer got lots of contact and cuddles.

At one point, an inspector arrived at the farm to see a young goat, on top of a feeder, with its head and body stuck inside an empty wire hay basket. "The goat appeared to be suspended in the air with the weight of its entire body resting on two wires," said one USDA inspection report.

The entire bear angle was obviously just very sneaky viral advertising.
