For every positive of the system set up, there is a negative that can be exploited maliciously or used by a crazy.

And also, just because someone is crazy doesn't mean someone isn't taking advantage of them. Do I believe this? Of course not. But is it possible that someone had a friend doing time that saw these lyrics, said "hey, these are good! let me sell them to my buddy"? Yes. That is within the realm of possibility. And to a crazy person who can't think clearly, the explanation becomes "CIA MIND READING!".

This seems to be weirdly common. I was in a bar on New Year's Eve a few years ago, everyone was getting righteously pissed, and this youngish looking guy was sitting rather mopily at the bar without a drink. I asked him why, and he said he could only afford the one drink he'd had when he came in half an hour before, so I bought him a round or two (I'd bought several people drinks at that point for various reasons, mainly because I myself was drunk and happy). He was so thankful that he confided in me that the government was spying on his computer at home, and through this method had stolen the ideas for multiple reasonably-successful (if terrible) movies of late, like (IIRC) the Transformers series. I politely asked several questions and opined about how terrible this was, especially as it left him in his current financial state, and eventually he confessed that some of the ideas hadn't even been recorded yet when stolen...they'd gotten into his head, somehow, man.

My companion at the time was convinced it was minor performance art/live-action trolling, but I remembered the guy a couple of days later and looked at his website, and he seemed legitimately concerned (and convinced) that the government-entertainment complex was siphoning his ideas for their movies.

People assume mental illness way too easy these days. If he's aware enough to file paperwork, survive in prison and still make outrageous claims I have my doubts that he's full on psychotic.

I was mostly joking, but you'd actually be surprised at how functional people can be even when they're suffering from some pretty intense delusions.  I used to have a schizophrenic patient who heard voices (dead relatives, devils, etc.) almost constantly.  Her daughter helped her with certain things, but she was able to do most daily activities on her own.  Even managed her banking and government benefits online.  She obviously wasn't at the really bad end of the schizophrenia spectrum, but she definitely believed things that were every bit as weird as this guy's claims.
