I don't know why this is a surprise.  Maybe the only time they weren't doing it was the early and mid 1990s when Russia didn't have the money to operate hardly any naval assets.  With the increased price of oil funding their military, they can afford to park a ship off the US and listen for stuff again, the same as we do to them.  How much is actually useful data is open for debate, but it makes Russia feel better and more powerful, I would rather they get their kicks doing that than something that may matter elsewhere.

It wouldn't surprise me if there wasn't a Russian submarine operating in conjunction with the intelligence ship. Of course, we'll not likely hear about that.

In maybe 1984 I was a very young F-4 pilot based in Hawaii. There had been a Russian "trawler" hanging around the island of Kohoolawe, where our bombing range was. We weren't allowed to deliver ordnance when they were observing us, so every day we jettisoned everything into the sea and went back to base. One day the trawler was right up next to a cliff. We jettisoned our bombs and rockets and headed home, but when we were over the island and out of sight, I descended to about a hundred feet and circled back. Came around the island going as fast as I could without overheating the engines, pulling about 5 G's and at about 80 degrees angle-of-bank to hug the cliff. Everything except what was directly in front of me was a blur zone. Just as I flashed over the trawler I realized that their outriggers were up. I flew right between them and thought I had hit them. Scared myself so badly that I had nightmares about it. But the trawler left.

,,,When I was at Langley AFB VA in the late 80s we would routinely get word of Soviet AGIs parked off Virginia Beach.  They told us to keep radio transmissions to a minimum and watch what we said, and that was about it.  The fun part was watching the pleasure boats go as close as they could to the Russians without actually pissing them off, and chicks occasionally flashing them to let them know what they were missing.

/This has all happened before and it shall all happen again
