Well we know stars of similar masses age at the same rate as far back as we can see. So at least that far, which is past the age of the earth it's been the same, since if it varied that would effect fusion in stars.

I suppose we would know if atomic clocks weren't keeping time like we expect them to; but they're absurdly accurate. So accurate, it actually makes me angry. :-)

That is a good question.  The best answer I can give is that the weak force is crucial to the nuclear fusion cycles that power stars, and this process seems to work the same way no matter how far out we look in the universe.  If the weak force changed significantly, we'd see it looking back at older stars.
